Coronavirus: Savannah Region needs logistics,test and isolation centre-NDC to Gov't

The National Democratic Congress in the Savannah Region has called on government to as a matter of urgency equip the existing health facilities in the region and provide a test and isolation centre to help deal with possible outbreak of the deadly Coronavirus.

In a statement,Malik Basintale,the Regional Communication Director noted with disappointed,the lack of test and isolation centre in the region.

He said Northern Ghana with its porous borders was at high risk of the virus and should not be neglected when it comes to government intervention.

According to him,the Savannah Region continuo to receive most foreign visitors despite the outbreak of the virus,due to the vast tourist sites such as the Mole National Park,Larabanga Mosque and Mystery stones;all at Damongo and the Slave Market at Salaga, but there is no clear roadmap for quarantining and testing suspected cases.

The National Democratic Congress - Savannah region expresses it's disappointment in the slow pace at which the government under the leadership of President Akufo-Addo has handled the provision of test and isolation centers at regional levels meant to manage the wide spread of the corona virus since the crisis touched base in Ghana.

Upon declaration of the deadly pandemic in Ghana and the establishment of test and isolation centers, we find the northern territories of the country completely neglected even as we stand more vulnerable due to our very porous borders, tourist sites and the constant international visits to them.

The Savannah region being home to some of the most visited tourist sites by foreigners such as, the Mole park, the Larabanga Mosque, the mystery stone, the salaga slave market among others, have recorded international visitors since the past weeks even when the Corona Virus was declared a pandemic and period of manifestation taking up to fourteen (14 days).

This situation leaves us in panic, despair and absolute despondency as we still do not have a clear roadmap towards testing and quarantining any suspected case should any show up in our region.

Upon an attempt to respond to the directive by our flag bearer H.E John Mahama, requesting all former appointees and party faithfuls to step in and help the government, we realized that no public education on sensitizing settlements even close to these tourist sites have been done,  hospitals, clinics and CHP compounds have still not received the necessary logistics from the government towards protecting the lives of indigenes.

Our border guards, tour guards, health workers, indigenes are desperate in guaranteeing their safety at the clear glimpse of the incurable pandemic as we are being abandoned by the government despite the huge sums made as revenue from these tourist sites over the period.

We solidify the passionate stance of H.E John Dramani Mahama by calling on President Akufo-Addo to as a matter of urgency provide the already built health facilities in the Savannah region with logistics, a test and isolation center to help manage the spread of the virus as we stand exposed to threats.

The Municipal Chief Executive for the West Gonja Municipal Assembly,hon. Saeed Muhazu Jibreal,has indicated that,he will personally deal with the NDC Communications Officer for the Damongo Constituency when they exit office in 2021.

In what appears to be comedy of errors,the Communications Officer,Mr.Mumuni Yahaya incurred the wrath of the president's representative when he described the latters conduct at the just ended 63rd Independence Day Celebration as undiplomatic and graceless.

'I am repeating this,when we leave office in 2021 and they see me in that park,they should beat me up.I am repeating this,I will deal with Kiyoyo(Communications Officer) personally at the GES level,not politics... I don't blame him.He is a stooge.A stupid person leading our school children...Stupid fool.Thank you,"the enraged MCE said.

The MCE it is reported,instructed the Disk Jockey to off and seize the microphone from the incumbent MP,hon. Adam Mutawakilu,whilst the legislator was presenting awards he instituted to deserving 2018/2019 BECE candidates at the Regional Parade held in Damongo,the Savannah Regional Capital.

The MCE in justifying his action,said the MP was not qualified and had no locus per protocol to speak at the ceremony.

The controversy which nearly sparked unrest brought the celebration to an abrupt end with disappointed students going home for the first time, since time immemorial without knowing which school emerged first,second and third in the march past.

In his usual paid for Sunday program aired between 8:00pm and 10:00pm on Damongo based PAD FM however,the NDC spokesman simply described the action of the MCE as undiplomatic and shameful,adding that,he should be mindful he will soon leave office.
He observed that the protocol of the program was long broken,since there was no opening prayer nor closing prayer,even though,well respected men of God were invited.

The incensed MCE called onto the radio station minutes after the Communications Officer had finished with his program and described the latter as a stooge,a stupid fool and an unintelligent person who goes about wearing old ladies shoes among other unprintable words.
He hinted he was going to deal personally with him from his professional lenses when he leaves office.

"I want to let Kiyoyo (Communication Officer) know that I'm far intelligent than him...I can sit him down and teach him because,I'm senior over him in the teaching field.How can I be an MCE and think that I will be there forever? I'm not stupid as he is! I want to tell him,I will not use politics to victimise him,but he should get ready for me.I will leave office.Just like he said I will leave office;I will surely leave office and become a teacher.I will become his senior officer and that is where I will teach him a lesson that it doesn't pay to insult senior people,"the MCE fumed.

The MCE went further to state that;

"I am going to go into the gutters with that stupid boy who doesn't know the difference between ladies shoes and men shoes.He wears ladies shoes...I am going to go into the gutters with this guy and I will deal with him personally.Kiyoyo doesn't know the one he is dealing with.I'm more arrogant than anyone else in this world...When we were in opposition,they can enquire from my people whether I've ever stepped foot in their Independence Day Celebration,because I won't go and listen to stupid people who cannot even read.They can't read...".

The Member of Parliament earlier on stated that,he duly sought for permission from the Regional Minister to do his presentation after he noticed that aspect was not captured on the program.
He indicated he has been presenting this award to deserving students for the past three years and that the MCE,should've consulted the Regional Minister before his action.

The Regional Minister,hon.Adam Salifu Braimah in an interview on PAD FM's Political Program,Aboyagbon admonished all parties to exercise restrain,since as a growing and learning region;some of those things are expected.He said as a colleague legislator, he couldn't have denied the Damongo MP an opportunity to do his presentations.

After collating your views presented through the various social media platforms and in consultation with the family of our beloved sister,Madam Sayeba of blessed memory;the following roadmap has been drawn and some actions have since commenced in earnest to utilise the remaining balance:

1.The elders son who completed J.H.S,but couldn't proceed has expressed interest in learning a trade. (He has chosen to learn GLASS FABRICATING as a trade).To this end,enquiries have been made from the only glass fabricater in Damongo township to enroll the boy.
The terms and conditions include acquiring for him the necessary working tools.

We are hopeful of completing the process of his registration and enrollment within this week by His eminent grace.

2. Trust Accounts are to be opened in the name of each surviving child and accessible to them at the time of entering into Senior High School through to Tertiary. (Eg.Say one of the children is in primary 6 now,it would have meant that in 4 years time,he/she would've been ready to enroll into SHS all things being equal.The fund can then be accessed as support package).

This process Should have been completed by now,but we faced challenges in getting the birth certificates of these children,which according to the bank is the only mandatory document, since, they are all termed "minors".

We just got confirmation that,they have been able to trace the birth certificate of one of children and the Child Welfare Clinic cards(weighing cards) of the rest of them.We hope the weighing cards will be accepted as valid documents, since they contain every detail about the children,including the date of birth.

We will be going to the bank again on Monday with the documents available to further the process.

NB.School here may not be limited to grammar type of education.It could also mean vocational/technical education or learning a trade depending on the interest and capabilites of the child after J.H.S education.

3.Our attention has been drawn to some development -- the biological father of late Haruna Sayeba has been sick for sometime now and on drugs,but his condition has been worsened by the doleful situation of her daughter's sickness through to her untimely death.
Compatriots, what do you suggest we should do?

The youth of the newly created Savannah Region under the auspices of the Damongo Youth Parliament took to the streets of the regional capital to register their displeasure over the decision by the government to disperse the regional departments of the Savannah Regional Coordinating Council.

Presenting the petition to the Savannah Regional Minister, Adam Salifu Braimah, the speaker of the Damongo Youth Parliament who doubles as the assembly member for the Canteen electoral area, Ananpansah B. Abraham emphasized that for easy coordination and effective/efficient administration, the coordinating departments should be located in Damongo the regional capital.

The youth in the petition to President Nana Akuffo Addo stated that developing Damongo as the pride of Gonjaland like Tamale, Kumasi, Accra, Koforidua etc does not take away anything from the other districts in the region.

These Regional capitals according to the petition to the President by the youth gained the prominence they have today as a result of the concentration of regional departments which propelled growing population with the population attracting investors who will want to take advantage of the numbers to invest in the region.

The mentioned also in the petition that the disadvantages of decentralizing of the departments far outweigh the advantages especially in the Savannah Region with its dispersed settlements.

The emphasized further that the various regional departments are only to serve as coordinating agencies, thus, coordinating the development within the region and dispersing these coordinating agencies of the Regional Coordinating Council will increase the cost of administration as the departments will have to communicate and share relevant documents, resources and information on a regular basis.

They are again craving for more districts in the newly created Savannah Region together with resourcing the existing ones to take charge of development by way of practical decentralization and went ahead to find out the criteria that was used by the Savanah Regional Coordinating Council to determine how the Regional Agricultural Office is best fit to be sited at Bole, the Regional Health Directorate sited in Daboya and Feeder Roads in Salaga.

The group further demanded better involvement and participation of the people before arriving at any decision the concerns them.

The youth therefore in the petition to the President believes that the decentralised departments are just structures responsible for coordinating the development and constitutes not development in themselves.

Clouded in red and holding placards with the inscription ” Regional Capital Without Coordinating Departments Is Meaningless”, ”Mr President This Is Not The Region The Yagbonwura Asked For” etc.

Receiving the petition, Savannah Regional Minister Hon. Adam Salifu Braimah thanked the youth for the peaceful conduct in presenting the petition to him for onward submission to the President of Ghana.

He assured them that as the representative of the President in the region, he will present the petition to President Nana Addo but was quick to remind them that the decentralization of the coordinating offices to the various districts is not limited to the Savannah Region but a policy that cuts across all the newly created regions.

The youth chief of Damongo, Nyiribiwura Yakubu Jaga who was with the youth during the presentation said he was very happy about the turnout and will forever be grateful to the leadership of the Damongo Youth Parliament for helping push this beautiful agenda of concentrating the departments in the regional capital since that will enhance development instead of the scattering of the offices.

Hundreds of youth took to the principal streets of Damongo, the capital of the Savannah Region to kick against attempts at decentralisation in the region.

The march, led by the Damongo Youth Parliament (DYP), was to compel the government to situate all departments of the Regional Coordinating Council in Damongo to spur development in the capital.

The group,in a petition to President Nana Addo Dankwa Akufo-Addo, presented by the Secretary/speaker of the parliament who doubles as the Assembly Man for Canteen Electoral Area,hon.Ananpansah B Abraham,to the Savannah Regional Minister,Adam Salifu Braimah, spelt out the gains of concentrating the offices in Damongo.

Describing the action by government as “regrettable”, the group disclosed that in an interview with PAD FM on 1st October 2019, after a closed-door meeting with the Regional Minister, the Registrar of the Gonja Traditional Council, Mr Abutu Kapori, disclosed that, it will be a betrayal of trust if Yagbonwura accepts a region with such dispersed departments.

According to him, the Overlord has directed the minister to relay to government that he has not accepted and will not accept an arrangement to decentralise departments”.

The march was triggered by the subtle disclosure by the Savannah Regional Minister, in a speech read on his behalf at the recently held Savannah Star Awards that, the various Metropolitan, Municipal, and District Chief Executives (MMDCEs) in the region have been tasked to allocate pieces of lands in their districts for the construction of the various Regional Departments as advertised by government.

“Meaning, he intends to go ahead with the decentralisation policy, despite clear instructions from the chief petitioner against such a decision,” the group lamented.

They argued that developing Damongo like what has been witnessed in Tamale, Kumasi, Accra and Koforidua “does not take away anything from the other districts in the region”.

The group is of the view that the listed regional capitals gained prominence as a result of the concentration of regional departments which propelled a growing population.

“Such a dense population easily attracts investors who will want to take advantage of the numbers to do investments. We are already picking information that potential investors are being scared away from our region because of the unpalatable decision to decentralize since it will not make investment sense to put so much into a town that cannot attract traffic and the numbers needed to drive business”.

However, what they want in the other towns are scattered higher institutions of learning, factories, better road networks, markets, district hospitals and Community-based Health Planning and Services (CHPS) compounds.

They concluded that “the decision to decentralize is not in consonance with the popular will and wishes of the people”.

Dressed in red attire, amidst drumming and chanting of songs, the protestors marched along the main roads. Some of them carried placards which read: “Regional capital without coordinating departments is meaningless”, ”Mr President, this is not the region the Yagbonwura asked for”,” Respect the authority of the Yagbonwura: Site all departments at Damongo”.
