NDC accuses DCE of imposing committees on assembly members

The opposition National Democratic Congress in the Damongo Constituency is accusing the West Gonja District Assembly of scheming to impose commitees and subcommittees on assembly members at the just ended inaugural ceremony.

In a statement,its Communication Director,Mr.Mumuni Yahaya alleged that,the said imposed commitees were secretly formed in the night without due regard to the varied interest,competencies and areas of specialisation of the honourable members.

He linked this grand scheme to the Deputy Chief of staff,Lawyer Abu Jinapor and the District Chief Executive who are bent on rendering perceived NDC assembly members useless on the floor of the house.

According to him,he witnessed fruitless attempts by the Assembly Man for the Canteen Electoral Area,hon.Ananpansah B Abraham who contested as the Presiding Member to speak out and protest against such an unfair and unsound decision best couched as an ambush.

The assembly man is noted to have argued that,the action of imposing commitees on honourable assembly members was alien to standard practices and the standing orders of the assembly and will not help bring out the best in them.
He further stated that,the assembly was setting a very bad precedents,since this practice has never been known to the august house.And that,the attempt to use numbers to bully perceived opponents on the floor of the house will translate to doing the entire district a great disservice.

His colleague assembly member for Yipala/Nabori Electoral Area, hon. Baluri Abdul Rahman shared similar sentiments.

Poor performance not surprising:West Gonja District Assembly impose committees formed in the night on Assembly Members

Information gathered by the communication Bureau of the National Democratic Congress indicates that,the Deputy Chief of Staff, Lawyer Abu Jinapor has succeeded out of desperation in instructing the DCE for West Gonja District Assembly to form Committees in the night ahead of the inauguration of the assembly and imposed same on Assembly Members at the inaugural ceremony.

This Committees were impossed on Assembly Members without due regard to their areas of specialisation and capabilities.
A practice which many say is alien and not in consonance with the standing orders of the assembly and popular practices.

The scheme was targeted at perceived NDC assembly members to work them out of mandatory Committees of the assembly and to prevent them from chairing any of the eight committees.

I witness fruitless efforts by the Assembly Member for the Canteen Electoral Area,hon.Ananpansah B Abraham who contested as the Presiding Member to speak out against this unpopular and unsound decision.
He argued that the decision was not in the best interest of the people and was alien to standard practices and the standing orders of the assembly.He said the assembly was setting a very bad precedents.

Assembly Member for Yipala electoral area,hon.Baluri Abdul Rahman argued strongly against the decision as well,but to no avail...He said the practice was not known to the house and that honourable members were ambused.

This is a well planned scheme and credible information available to us indicates that,it was a serious battle between the DCE and party executives with regards to the alien practice.

There was serious division among their rank as both the DCE and Deputy Chief of staff were at loggerheads with regards to their favourites chairing committees.

It's not surprising the recent poor performance of the district on the district league table.We were adjudged 199th out of 216 districts in the 2018 District League Table.A district that use to chalk 3rd under the able leadership of the current member of parliament and then DCE.

And worst is yet to come as the deputy Chief of Staff is conniving with the DCE to create revenue leakages in the IGF to fund his campaign.
This is the reason why they secretly and illegally schemed and took out the four perceived NDC members from chairing any of the committees, especially the mandatory committees...

The current assembly may record the worst performance if the unnecessary interference by the deputy Chief of staff is not halted.
He has succeeded in getting the technical men and the DCE to compromise and dance to his dubious tactics.

After the entire 'Fundraising Campaign launched through the MTN Mobile Money Account 0241129910 in the name of Ananpansah B Abraham',a total cash amount of Ghc14,943.00 was raised.Thus: from the day the Campaign was pioneered (Wednesday,15th January,2020),to the day our beloved sister passed onto glory (Saturday,January 18,2020).

An additional amount of Ghc175.00 was raised immediately after her death,with donors specifically directing their support to her five surviving children.

Total amount raised from fundraising campaign :  Ghc14,943.00 + Ghc175.00 = Ghc15,118.00

Total expenses incurred right from the day our beloved sister was referred from the West Gonja Hospital to the Tamale Teaching Hospital(Thursday,January 16,2020);to the day her mortal remains was entombed(Sunday,January 19,2020):

(A).On Thursday,January 16,2020,at 10:29AM,a total amount of Ghc838.00 was cashed out with the consent of the husband and immediate family of madam Sweba. (Mobile Money fee charged = Ghc8.00).
Subtotal (Ghc838.00 + Ghc8.00) = Ghc846.00.
Footnotes:A total amount of Ghc338.00 of the above sum was used to cater for Ambulance Fee from Damongo to Tamale Teaching Hospital(TTH),whilst the remaining balance of Ghc500.00 was given to the husband of madam Sweba as initial public support to aid them to Tamale and cater for medication.

(B).Upon arrival at the TTH,it became necessary that they proceed with our sister to the Akomfo Anokye Teaching Hospital at Kumasi because,the plastic surgeon that was scheduled to attend to her was unavailable.
To this end,an additional amount of Ghc700.00 was requested and dully transfered to Mr.Thomas Atambire(West Gonja Hospital Ambulance Driver) on Thursday January 16,2020, at 8:16pm as Ambulance Fee from Tamale to Kumasi. (Mobile fee charged = Ghc7.00).
Subtotal ( Ghc700.00 + Ghc7.00) = Ghc707.00.

(C).Pending the plastic surgery that was anticipated,the husband and caretakers of Madam Sweba indicated they had run out of money for medication,whilst at the Okomfo Anokye Teaching Hospital.To this end,a total amount of Ghc1,000.00 was advanced to the family through madam Abukari Jelia's Mobile Money Account on Friday 17th January,2020, around 4:33pm. (Mobile fee charged Ghc10.00).
Subtotal(Ghc1,000.00 + Ghc10.00) = Ghc1,010.00.

(D).On Saturday 18th January,2020;we received reports that our sister was able to walk and feed on her own for the first time in many days.They were however,asked to buy some drugs to the tune of Ghc1,200.00.Responding to this request, a sum total of Ghc1,500.00 was transferred to the MTN Mobile Money Account of her elder sister,Abubakari Jelia,at exactly 1:04pm.(Fee charged = Ghc15.00).
Subtotal(Ghc1,500.00 + Ghc15.00) = Ghc1,515.00.

(E).Few hours after the Ghc1,500.00 was transferred for the purchase of the prescribed drugs,we received a disheartening report that our beloved sister had passed onto glory at around 4:00pm.Effort was made for the non used drugs to be returned and an amount of Ghc1,000.00 was retrieved in the process.Part of this amount was used to clear some of the hospital bills with a remaining balance of Ghc500.00.
An additional amount of Ghc1000.00 was requested to add up to the balance of Ghc500.00 for the purpose of footing the cost of a hearse used to convey the corps to Buipe for cremation.To this end,an initial amount of Ghc530.00 was transferred to the driver by Mr. Alhassan Braimah of West Gonja Hospital who was handling the process of arranging for the hearse.Upon arrival at Buipe with the body,he added a sum of Ghc500.00 to the driver, bringing the total amount to Ghc1030.00.
Subtotal = Ghc1030.00.

(F).On Sunday 19th January,2020,an amount of Ghc460.00 was transferred to Mr.Iddrius Sufuyanu at 4:50PM to pay for a bus that was hired to convey the family and relatives of beloved Sweba to join in her entombing at Buipe in the Central Gonja District.(Fee charged = Ghc4.00).
Subtotal = Ghc464.00.

Total Expenses(A+B+C+D+E+F) ( Ghc846.00 + Ghc707.00 + Ghc1,010.00 + Ghc1,515.00 + Ghc1030.00 + Ghc464.00) = Ghc5,572.00.

Current Balance ( Ghc15,118.00 - Ghc5,572.00) = Ghc9,546.00.

Thus; the avaliable balance in mobile money account(0241129910) =  Ghc9,546.00
